State Board Summaries

ACSA closely watches the policy decisions made by the State Board of Education, and has a legislative advocate assigned to work directly with Board and Department of Education staff on key issues affecting public education in California. ACSA provides regular summaries following State Board meetings, as well as periodic updates throughout the year.

Recent Summaries

  • SBE Summary - November 2009
    The State Board of Education (SBE) met November 18-19, 2009. A number of important items were either not included this month or deferred. The proposed Title 5 regulations for Nonpublic schools and the training requirements for staff working on behavior intervention was deferred until the January 6-7 SBE meeting. SBE Item#9 regarding NCLB Corrective Action LEAs (Cohort 3) was delayed at the last minute to January. The only action under SBE Item 9 was applying a new formula to determine level of support and intervention (e.g. intensive, moderate or light). SBE Item#12 on the use of federal Title I funds to backfill QEIA was also deferred. The State Board traditionally takes nominations for president and vice president during the November meeting but this action was also delayed due to the bare minimum quorum during both days. Nominations and the election of SBE President and Vice President will occur in January. There was an extensive discussion about the large number of last minute “Blue Memorandums” and board members not receiving materials in a timely fashion. This is an ongoing problem but members expressed concerns it has become more frequent. SBE appointee Rae Belisle recommend the SBE go to monthly meetings. They did not take up this suggestion as an action item. This was the first meeting for the new student member Charlene Lee.
  • Governor Appoints new State Board of Education Student Member
    The Governor has appointed Charlene Lee, 16 of Walnut as the student member for 2009-2010 to the State Board of Education
  • Proposed CAHSEE Regulations – Comments Due by September 8, 2009
    A public hearing will be conducted at 10:30 am on September 8, 2009 at 1430 N Street, Room 1101 in Sacramento to hear public comment on the proposed amendments to Title 5 Regulations regarding CAHSEE.

  • July 9 State Board of Education Hearing on IMFRP Waiver Requests
    73 School Districts are listed as requesting an extension from 24 months to 36 months time required to purchase the K-8 2008 RLA/ELD Adoption materials (some districts have also requested a waiver to delay the K-8 2007 Mathematics Adoption materials).

    Attached are the identified groupings which will allow the State Board members to review the large volume of requests.
  • SBE Summary - July 2009
    The State Board of Education took action on a number of key issues this month including the review and approval of most but not all 73 waivers requesting an additional 12 months to purchase reading/language arts materials using IMFRP funds. The SBE honored students from Mira Loma High School (Sacramento) and William Hopkins (Freemont) for taking first place in the National Science Bowl.   • SBE Summary - May 2009
    ACSA was successful during the May State Board meeting in securing the support of the SBE to create a fair and timely notification process for school districts impacted by Statewide Benefit Charters. Changes in SBE staff and members continued this month with the resignation of Alan Bersin and the appointments of Jorge Lopez and Rae Belisle. It was Mr. Lopez’s first meeting. A new Executive Director, Theresa Garcia was appointed.   • SBE Summary - January 2009
    Ted Mitchell was re-elected President of the State Board and Ruth Bloom, was re-elected Vice President. The report from the SBE’s closed session included direction from the Court that SBE must defend the Proposition 39 regulations. The State Board directed SBE legal counsel to file a notice of appeal to the Superior Court ruling on Algebra I whereby the SBE will challenge the ruling by the judge that the action exceed their authority. The Governor’s proposed 2009 state budget sets aside $500,000 to fight the ruling in the courts. The SBE will not challenge the ruling they violated the Open Meeting Act.
  • SBE Adopts a Streamlined Waiver Policy for Districts who Meet API Thresholds
    The State Board of Education (SBE) approved a new streamlined waiver policy after two days of discussion during their July 2008 meeting.
