2009-10 Administrator Training Program Funding Update (September 10, 2009)
ACSA, in collaboration with the California Department of Education, has prepared guidance for members regarding the Administrator Training program (ATP) for the 2009-10 school year. Additional program updates will be forthcoming when they become available.
- The AB 430 Administrator Training Program is now called the Administrator Training Program (ATP). Previously, only school site administrators (principals, assistant/vice principals) could participate in AB 430. Beginning in the 2009-10 school year, school site administrators as well as other school or district administrators may participate in the ATP.
- LEAs may apply for ATP funding only for school site administrators (principals, assistant/vice principals). All LEAs are eligible to apply for ATP funding for school site administrators. Other school or district administrators may be funded from other school and/or district funds, including state flex funds, or individual personal funds.
- New participants will be funded in the sum of $3,000 per participant. A maximum of only 333 participants statewide will be funded. ATP funding for new participants (principals and assistant/vice principals only) will be funded from federal Title II funds (not subject to state categorical program fund flexibility).
- LEAs need to apply at the Management System for Administrative Training (MSfAT) Web site to register new participants and apply for funding. Only LEAs, not individuals, may apply for funding.
- The funding window is anticipated to open in mid/late September 2009. Interested LEAs are advised to check the MSfAT Web site often and encouraged to apply for funding as soon as it becomes available.

Purpose of the AB 430 Administrator Program
AB 430, the Administrator Training Program, is the reauthorization of AB 75. AB 430 provides funding to school districts and other local educational agencies (LEAs) to train principals and vice principals in the skills and knowledge necessary for their critical and complex roles as instructional leaders. This training addresses the leadership, infrastructure, and support for full implementation of effective instructional programs to improve student achievement.
